When Oman requires a fire alarm system

The authority is the CDAA, not ROP Civil Defence

Many contractor websites in Oman still advertise "ROP Civil Defence approval". That description is out of date, and it matters when you are preparing a submission.

Civil defence was consolidated as the Public Authority for Civil Defence and Ambulance under Royal Decree 3/2013. In 2021, under Royal Decree 39/2021, it was renamed the Civil Defence and Ambulance Authority (CDAA) and became operationally independent of the Royal Oman Police. The CDAA is the authority that reviews building plans, licenses facilities and inspects fire protection systems.

The regulations that apply to your building

Fire prevention and protection requirements for buildings in Oman are set by Decision 77/2002, with Part Two adopted under Decision 16/2008 and Part One amended by Ministerial Decision 234/2019. What your specific building needs depends on its occupancy type, height, floor area and use - a warehouse, a hotel and a clinic are not treated the same way.

Fire prevention and protection requirements for buildings in Oman

Two things follow from this that catch owners out:

Design approval comes before construction, not after. The CDAA reviews drawings for residential, commercial and industrial projects to confirm escape routes, detection and suppression provisions before the project proceeds.

The equipment itself must be conformant. The CDAA issues a certificate of conformity for civil defence equipment, devices and materials. The application requires the product's commercial agency certificate, catalogues and technical specifications, samples, and a third-party technical certificate or certified laboratory report confirming conformity to the approved standards.

In practice that means fire alarm equipment specified for an Omani building should carry recognised third-party approvals - EN 54 series certification (the European product standard series for fire detection and fire alarm equipment, third-party assessed and CE marked), or UL listing - and the installation should follow a recognised installation code such as NFPA 72, which covers application, installation, location, performance, inspection, testing and maintenance.

In our experience the rejection is rarely about the panel. It is about paperwork and detail: missing or non-matching as-built drawings, devices installed in positions that differ from the approved layout, a cause-and-effect matrix that was never written down, uncertified cable, no battery standby calculation, or a system that works but has never been formally tested and recorded.

Addressable Fire Detection Systems

Every detector, call point and module on the loop carries a unique address, so the panel reports the exact device in alarm or fault, not just a zone. In buildings where speed matters - hotels, hospitals, malls, multi-storey offices, large warehouses - this turns a twenty-minute search into a two-minute one, and also cuts routine servicing costs significantly over the system's life.

Conventional Fire Detection Systems

Devices are wired in zones, so the panel tells you which zone has a fault or alarm, not which device triggered it. For a small shop, workshop, clinic or villa with a handful of zones, this remains a sound, cost-effective choice that keeps installation and maintenance costs low, and it stays fully compliant wherever the building allows a zoned approach.

Voice Evacuation Announcement Systems

Sounders only tell people that something is wrong. Voice evacuation tells them clearly what to do and exactly where to go, which measurably improves how quickly people actually move toward safety. For public buildings across Oman we design evacuation messaging in both Arabic and English, with phased or zonal evacuation built in wherever the building's fire strategy calls for it.

Fire Alarm System Integration

A fire alarm panel that isn't interfaced correctly can put people behind locked doors. We properly coordinate the interfaces: HVAC shutdown, lift homing, door holder release, fail-safe release of access-controlled doors, CCTV triggers, gas suppression and BMS reporting. Not every space suits a standard ceiling detector:
